It looks like a typical scam. The buyer had a very low eBay score (1 and become 2 for this transaction), buy a expensive but light item, so there is a chance the seller not sending with tracking number. If seller sent with no tracking number, buyer would claim not received and get money back. If seller sent with tracking number but require no signature, buyer would accept the parcel and still claim not received, and PayPal seller's protection would cover it. If a signature is requires, buyer refuse to receive it, and file a credit card charge back later.
