One of the top criminals active on Ebay. He focuses on Buying German Porcelain, particularly Meissen. He buys on ebay. He pays with Paypal. After receipt he claims there is something wrong with the item (the items are fine). Paypal tells him to return the item. He returns an empty box, gives paypal the tracking number, and Paypal refunds him. He thereby steals the item and gets free delivery. I believe he is still active on Ebay, with 100% positive feedback, even after defrauding dozens if not hundreds of sellers.

I am suing this guy in small claims court and have been scheduled for trial in August. My lawyer and I have spent hours trying to get satisfaction for an item he basically stole from me. Is there any way you could send me a statement regarding what happened to you, and it's final disposition so I can give it to the judge in support of my claim? He Purchased a vase from me. I found this sight and informed all parties involved, pay-pal, ebay, ups, and Ray himself. He shipped the item back to me using a carrier other than the carrier I had insurance with. UPS attempted to pick up the item 6 times be fore he shipped it back USPS. This nullified my claim. I have the broken vase he has his money back plus another 20 dollars for his shipping. He talked me down to free shipping.
I am pursuing a policy change with Ebay and Paypal that requires the selllers shipper to be used eclusively if the buyer returns and Item.

Oh NO! I just sold a very valuable Galle' vase to him a few days ago and my instincts were already telling me something was wrong when I decided to google him and found this thread. I am worried enough that I want to cancel the sale and think it's worth absorbing the cost of any penalty Ebay charges me. Fortunately I have not sent it yet. I did notice that Ebay automatically tacked on a surcharge for signature receipt which it has never done before. That made me suspicious too and from what I read here it is surely not enough to protect a seller. What do you suggest that I do? BTW he used the ebay ID shahla4550 still.

I suggest you avoid any dealings with him - he will probably leave you negative feedback anyway. Check out the feedback he has left for others section on ebay (the part sellers can reply too). There you will find 50 to 60 negative feedbacks, most of which have been responded to by his victims explaining their personal experiences. The risk is that after he receives your vase, he will do what he did to me - pretend there is something wrong with it, and ask you to give him about 25-35% back. If you fail to pay him off, he'll leave you negative feedback, and file a fraudulent complaint with Paypal. When Paypal instructs him to return the item to you, he will send you an empty box, with a tracking number. He'll give that tracking number to Paypal, and Paypal will take his payment back from you - leaving him with your vase, and your money!

Duly noted, and thankful I saw this before sending the item. I will proceed with canceling the sale and eat whatever penalty ebay hands me. That seems the best of bad options. I am also making a copy of all correspondence that I will be happy to forward on for those who may benefit from this henceforth. I can see a booming business in the future for off-ebay sites like this that aggregate information that can help protect people doing business on ebay since they see no reason to do it themselves.

Update - he obviously is well acquainted with ebay's policies on this matter, he will not agree to cancel the transaction and is trying to force me to complete the sale which means I will be penalized by forfeiting the final value fee on the $655 price-that's something I can ill afford but it still seems my best option given everyone else's experiences with him.

Phone up Ebay and ask for their guidance on the matter. I had an interesting experience. He stole an item from me, so I put him on my blocked bidder list. A couple of years later, he bought another item from me via Ebay! Somehow he was able to get off my Ebay blocked bidder list. He would not cancel the transaction, and when I refunded his payment, he kept repaying, and I kept refunding him. He then left negative feedback. Ebay was very helpful once I explained the situation. I think Ebay has a lot of complaints on their files against this guy, and the feedback he has left for others speaks for itself. I suspect there is a good chance Ebay will help you cancel the transaction on the grounds that this guy is a known criminal. In any event, its worth a try.

I live close by a regional FBI office so today I printed out all this and everything else I had on him and brought a tidy little dossier on this guy to the FBI internet crime dept. The duty officer asked if I or anyone else on here had reported all his crimes to the IC3 site. I said that I would do so immediately and perhaps if everyone else did it might make a dent in his sorry little games. No doubt Payman is aware of this forum since I could see in the last week or so there has been a lot of SEO activity to try to push this off the top of the page to make his internet record look better. Didn't work, this is now back on the top since google now has filters on bogus SEO tactics like that. I suppose I will now have to do the epic search for the elusive ebay live rep phone number and give that a try too. I think lots of scumbags like this get away with such crimes because so much of the process is automated and they count on it to rule in their favor.

Good Job. In my case I submitted a full report on the IC3 site several years ago. I also submitted reports to Paypal, and Ebay - all the way to the Ebay CEO. I also submitted a complaint to the Canadian Minister of Finance asking that Paypal be regulated in Canada to help prevent Paypal from facilitating this type of theft. I also contacted the police department that serves Mr. Payman`s area. I agree, people like Mr. Payman, do what they do because they get away with it. It is very important to report these types to the authorities - even if it appears to have no affect.

I can see that he celebrated the new year by leaving nasty feedback and declaring that I was a cheater and didn't send the galle' vase even though he says he paid. He omitted the fact that I refunded him immediately once I smelled a rat. Now he has been sending email insisting that I send the vase although he has his money back. I wonder if this has anything to do with ebays recent cryptic messages about opting out of class action suits agains them and paypal? Surely this is not the only criminal who has learned to exploit the system?

hi been reading,he got discount on my shipping.plus a set of meissen tazza dishes,and bowl to go with it.said he wanted his money back,with no reasons why.then he told paypal,it was broken,i packaged it perfect!put 200.00 ins. on it and required signature.everthing right,then he came back and said it was not broke,but not decribed right,wrong again,decribed perfect!they sided with him,because of cc used.my bowl came back broke,barely sealed with masking tape,open at bottom,almost falling out.the bowl was 40.00.i never received the tazzas they were 100.00 of the transaction.he got back,168.00 including s/h.very upset.ebay acts like they never heard of him,i did bad buyers report to them,before case opened.now they are appealing it.after reading all of this,hes gotten by with this for years.why cant he be stpped,for the obvious crook he is.hes making a joke out of ebay,laughing at them,his lackeys,and us.

Ebay knows all about this criminal. All you have to do is look under the feedback he has left for others (you will see dozens (somewhere between 50-100) of negative and neutral feedback. (to see his feedback left for others, click on his feedback, then select feedback left for others) The best part is that sellers can respond to these feedbacks, which shed light on just how many times Payman has defrauded unsuspecting victims via Ebay. To add insult to injury, Ebay gives Payman 100% positive feedback from sellers - because Ebay prohibits sellers from leaving honest feedback, when honest feedback is negative! In so doing, Ebay is covering up Payman's criminal activity on Ebay.

I just discovered this site AFTER my third POSITIVE transaction with Mr. Payman. I have sold him items including Galle, Daum Nancy, and Meissen. He is a shrewd businessman that knows a fraud when he sees it. If you are unknowledgable about antiques and try to sell (albeit unknowingly) fake merchandise as MANY DO on eBay he will return it hands down.

Mr. Payman is a crook. He made the winning bid on some items I had listed and then would not send payment until I called him. He then insisted that I lower the price, which I refused since I was selling it for a third party. We then agreed to cancel the sale. I relisted the items at the same price and he bid on it again, this time sending the full payment. Upon receipt of the items he again insisted on a partial refund or he would file a claim with eBay. Watch out for this guy!! His current user name is sheryy12942.

I too just sold him something, unfortunately he bids at the last minute making it too late to cancel his bid. One of the previous comments speaks about no contact except by phone, he doesn't want to go through ebays messaging system because if he did ebay would know about his little fraudulent schemes, so, to the only positive comment on this thread re him being shrewd, well, yes he is, but not in the positive way, he is sly, a fraud, a con man, an extortionist, a terrorist and what ever else nasty comes to mind, they all apply, I think its time for a class action suit against ebay for allowing this piece of scum to terrorize us sellers.

I sold to him about a year ago, same things, he receives item and then says something is wrong. States he will not return it unless he is refunded and paid return shipping first. Report the blackmail tactics to ebay. They made him return the item, it was broken in the process of return, as he just threw it in the box. He received a full refund.
I of course blocked him from being able to bid or purchase my items in the future. However, he now has a new user id Sheryy12942 - be careful. He bid at last minute, won item and never paid.
Beware of this guy. I don't know why ebay does not do something about him.

I Ray of Tiffany Gallery am writing this comment in response to the comments on this page.

I have had many good interactions on eBay moreso than negative ones, the detailed feedback is there under my account for anyone to examine, but clearly the bad ones do exist and this page is were the worst have come to slander me. I invite anyone to examine my feedback as it is free and public. You will see that the feedback is overwhelmingly positive despite what the nameless have posted here without mentioning their contact info or other ways .

I am aware firsthand that there are many crooks on eBay, the sellers that intentionally sell misrepresented (e.g. handpainted item turns out to be printed, incorrect size, etc.), copies/reproductions, forgeries, damaged, or repaired artwork online. Then there are the sellers that do this unwilling as they are not art professionals or carefully trained to examine items but nevertheless when confronted with the information get extremely angry and unwilling to move forward in a positive way.

If and when I am left with no choice, indeed I negative feedback but not without sufficient evidence to support the claim.

The truth is that on eBay anyone with or without professional verification can sell anything and represent their merchandise however they choose. As a result there are many mistakes and misrepresentations made on eBay that neither I nor any other business can absorb, they are the responsibility of the seller.

I will not be checking on this website or responding to any further negative comments left by faceless visitors that for all I know can be anyone angry with me for leaving them valid negative feedback and refusing to be defrauded.

I will not be threatened or intimidated on here or elsewhere.

This guy is really ugly mine in the world. he purchased 5 vases from us, and pay via credit card, then he took advantage with credit card system, charge back the money and hold the inventory. I will file a law issue to him, he is kind of shame as a normal human being walking in the earth. Do no do any busniess with this person.

Watch out for this Payman Ray guy that does not even have his real last name registered any where...... he is a crook!!!! First of all he only accepts cash, which I am sure he does not report it to the IRS.. second of all his antiques, are far from antique. they are bogus. He sells counterfeit name brands. He never gives you a receipt for your purchases and if you ever go back for quality issue, he acts like he has not sold you that item.
He tries to sell FAKE items on e-bay as well under different names, so he does not get caught.
I am surprised, he still has not been investigated by the FBI for counterfeit items & the IRS for taking only cash and obviously not reporting it...... Watch out people.......

Recently sold an item to Ray Payman AKA sheryy12942. Then received a message stating that he's a antique dealer in Los Angeles with a resale license and wanted me to send him an invoice, which I promptly did. Haven't received payment yet but am extremely nervous over this transaction and will now make sure that I do what I can to cover my butt by insuring the item and contacting eBay of my concerns before shipping anything to him.

Ray Payman AKA sherry12942 just bought a item through eBay. Just happen to google and business and found how he runs his business . I canceled the sale as soon I read about him and sent him a message "the sale was canceled for reasons beyond my control", and not pay for item. This happen within 4 hrs. I will now call eBay and explain my reason for canceling the sale and hope for the best and not be out $170.00
