I had a hunch this was a fraudulent buyer, but it was a verified address on PayPal and had Seller Protection through eBay and PayPal. I called eBay and PayPal with my concerns, and they assured me it was okay to ship, and that if I did not ship within the day, my seller rating would get dinged for a late shipment. Three days later I was notified by eBay that this is a fraudulent buyer and no longer registered with eBay. PayPal is doing an investigation. The item purchased was a Garmin dog tracking device for $649.99.
