Buyers can't get negs. Buyers are judged by the feedback they leave for others, and more than 20% of your feedback left is negative. If you have such terrible luck on eBay, why do you still buy there? ... Here's why... you don't have bad luck, you try to extort partial refunds through threat of negative feedback. That's feedback extortion and a violation of eBay policy. Next time you do it, eBay will review your account and shut you down.
Think I'm bluffing? Go through this site and click the links to the accounts of the feedback extortionists. They're no longer active, are they? It's the one thing a buyer can do that eBay will actually take action against - because it's the one thing that could reduce confidence in the feedback system.
